Mid and South Essex ICB is a statutory organisation responsible for the planning and delivery of local health and care services, across Mid and South Essex and is part of the wider integrated care system. Integrated Care Systems (ICSs) are partnerships of health and care organisations that come together to plan and deliver joined up services and to improve the health of people who live and work in their area. The Targeted Lung Health Checks Programme (TLHC) programme was established to improve early diagnosis and survival of those diagnosed with lung cancer. Projects will invite people aged 55-74 that have ever smoked to a free lung check. Following the lung health check, those assessed as high risk are offered a low dose CT scan.
The Clinical Director of Programme for the TLHC programme is a key role working with patients, clinicians, and other partners to continue to roll out the TLHC programme across the ICB. As noted in the TLHC national Standard Protocol it is an integral part of the overall programme governance structure with overall responsibility for the safety of patients involved in the programme, including verifying the procedures for selection, scanning, acting on findings and communicating with participants. These procedures should include failsafe mechanisms to ensure that decisions to recall participants for assessment are actioned, including reminders for individuals to attend.
Priorities include: overseeing patient referrals, adherence to national protocols, and coordination of care between primary and secondary services. Additionally, engagement with key stakeholders, pathway development, and strategic planning, and the long-term goal of integrating lung health checks into a national screening programme.
Key Role / Responsibilities:
– Overall clinical oversight and responsibility of the local programme.
– To work with the Responsible Assessor(s), Responsible Radiologist(s) and Responsible Clinician(s) across Trusts within the MSE area and local MDTs to verify all aspects of the patient pathway and to lead final sign off of the clinical pathways (which may have wider reaching impacts across MSE)
– To provide independent scrutiny of, and advice in relation to: Governance and commissioning arrangements / Service specifications, KPIs
– To advise MSE in relation to progress with other TLHC programmes nationally.
– To act as a champion for patients and their interests and involve the public and patients in the design of the service model.
– Chair the TLHC Oversight Group and meetings with varied internal and external key stakeholders to facilitate the delivery of the strategic objectives. - Mentoring and development arrangements: Linking with key individuals in the Clinical Leadership and Innovation directorate and attendance at the MSE clinical leaders’ development programme.

Knowledge and experience
The position holder should be an experienced doctor, with the appropriate clinical authority and accountability, from either the local primary or secondary care team. They must possess an in-depth additional expert knowledge acquired over a significant period in the following area(s):
– National cancer priorities, specifically as relates to lung, early diagnosis evidence base, and the wider cancer screening agenda.
– Working at a Senior Clinician level.
– Evidence of post qualifying and continuing professional development / Member of relevant professional body.
– Must understand the background to, aims of current healthcare policy, and appreciate the implications of this on engagement.
– Proven and significant clinical leadership experience.
Full registration, and in good standing, with relevant professional body (eg GMC) - Other: Demonstrable skills in both written and spoken English to enable excellent and effective communication.
Must be eligible to work in the UK.
Able to travel across various sites where applicable
