NHS Mid and South Essex Integrated Care Board (ICB) is responsible for deciding how the NHS budget for mid and south Essex is spent.
It is also responsible for developing a plan to improve people’s health, deliver higher quality care and better value for money.
What is an Integrated Care Board
NHS integrated care boards are statutory bodies that bring the NHS together locally with partner organisations to improve population health and establish shared strategic priorities within the NHS; connecting to partnership arrangements at system and place. Their core functions include:
- Developing a plan to meet the local health and healthcare needs of the population, allocating resources and establishing joint working arrangements with partners to deliver this plan.
- Establishing governance arrangements to support collective accountability between partner organisations for whole-system delivery and performance.
- Arranging for the provision of health services in line with the allocated resources across the Integrated Care System.
- Leading system implementation of people priorities including delivery of the People Plan and People Promise.
- Leading system-wide action on data and digital and using these capabilities to understand local priorities, track delivery of plans, monitor and address unwarranted variation, health inequalities and drive continuous improvement in performance and outcomes.
- Ensuring that the NHS plays a full part in achieving the wider goals of social and economic development and environmental sustainability through joint working between health, social care and other partners.
- Driving joint work on estates, procurement, supply chain and commercial strategies to maximise value for money across the system and support wider goals of development and sustainability.

View Board meeting datesICB Board meetings are ‘held in public’, which means that members of the public can attend and observe, subject to available space. These arrangements are intended to allow transparent governance and decision-making whilst not hindering the Board’s ability to conduct its business.
At a specific point on the agenda, the Chair will address questions from members of the public on matters relating directly to the agenda that have been submitted in advance of the meeting. Questions of a personal nature will not be responded to during Board meetings – where necessary individuals will be sign-posted to appropriate support available. Questions dealt with at meetings will be documented within the relevant minutes.
The ICB supports the UK Government’s NHS zero-tolerance policy for abusive or threatening behaviour towards its staff. We will not tolerate any individual using inappropriate language or behaviour, which will result in that person being required to leave the meeting.
Submit a question
Questions (limited to one question per person, and specifically related to the board agenda items) should be submitted in writing three working days in advance of the meeting either in writing to: NHS Mid and South Essex ICB, NHS Mid and South Essex ICB, PO Box 6483, Basildon, SS14 0UG, or by emailing [email protected].
Whenever possible, the Board will provide a response to questions during the meeting, which will be recorded in the relevant minutes. If this is not possible, or if a question is received less than three working days beforehand, a written response will be provided to the individual concerned as soon as possible.
Due to time constraints, the number of questions responded to during the meeting will be at the discretion of the Chair.
