Executive Director of Neighbourhoods
Beverley Flowers joined NHS Mid and South Essex in December 2025 as Executive Director of Neighbourhoods.
Before joining us, Beverley served at NHS Hertfordshire and West Essex Integrated Care Board, where she held the role of ICS Director of Integration and Systems Transformation from 2020. Prior to the establishment of the ICB, she was the Accountable Officer for East and North Hertfordshire Clinical Commissioning Group between 2015 and 2020. She also acted as Joint Interim Executive Lead for the Hertfordshire and West Essex Sustainability and Transformation Partnership, successfully leading the partnership to Integrated Care System status.
Earlier in her career, Beverley held a range of commissioning, partnership and contracting roles within NHS England and across health and social care organisations in London and the East of England. She brings extensive experience in system transformation, partnership working and neighbourhood development.
Beverley is particularly committed to improving the quality and responsiveness of learning disability services. She is also a strong advocate for the voluntary sector and for the vital contribution of carers, championing approaches that ensure communities are supported to stay healthy and well.
